Quality Center startup page load is slow

Login might be slow.
The problem is fixed by using a special parameter:.
-       Login to project using connection URL: http://<qc server>:<port>/qcbin/start_a.htm.
-       After client download is complete use subsequent connection using new parameter: http://<qc server>:<port>/qcbin/start_a.htm?hostonly=true
Limitations:
QCCR1J12365 - It is not possible to use QCExplorer with this parameter or any other parameter
QCCR1J12349 - The parameter name "hostonly" is case sensitive and cannot be used otherwise
QCCR1J12364 - If there is not previous installation of client side the login using hostonly" will result in empty page with no explanation.

The patch is the final solution to this issue
